Our Federally Funded Programming Is at Risk
The President’s proposed budget eliminates the Community Services Block Grant funding that supports the work of Montana’s 10 Community Action Agencies (CAAs). The Community Services Block Grant (CSBG) funds programs aimed at reducing poverty with a focus on employment, education, income management, housing, nutrition, emergency services, and health. The Montana Community Action Network needs your help to tell our congressional delegation what’s at stake.
What You Can Do
- Send a letter to Congress – Personalize a ready-to-send letter in just 5–15 minutes.
- Add your organization to a sign-on letter – We’ll draft it and coordinate the details.
- Submit a Letter to the Editor (LTE) – Get a template, talking points, and help submitting.
- Host a postcard writing party – We’ll provide postcards, stamps, and support to make it easy.
- Share your support on social media – We’ll send graphics and sample posts to share.
- Help gather petition signatures – We’ll create the petition and give you the tools to promote it.

Jeff Rupp, former President and CEO of the Human Resource Development Council IX, Inc. (HRDC) in Bozeman, was inducted into NCAF’s Advocacy Hall of Fame during the NCAF conference in March, 2025. Jeff was a visionary, a champion for those in need and forever remained dedicated to eliminating the effects and causes of poverty. As the recent HRDC newsletter notes: “Jeff served as HRDC’s Chief Executive Officer/President for 35 years and profoundly shaped our organization and community.” Jeff passed away on February 20, 2025.
